Yes, that ha-bridge can directly send udp commands to control milights. But since the connection is 'stateless', i think we need something in the middle to, at least, records last command given. Not perfect, but quite effective. Also in NZ, I used echo ha-bridge to a domoticz server. Sounds good. I would much rather repourpose a x86 server than buy more hardware smartthings etcso I guess I will have a look at domoticz vs OpenHab, and have a play with the ha-bridge before my echo arrives.
I tried openhab, but after getting it installed I never got it hooked up to devices and working. I needed an openHAB for noobs guide. I went with domoticz because it was able to be run on a rPi. Its in no way perfect, but it is good enough to run the lights, and will accept commands over http.

This was done by sending raw UDP packets directly to Milight bridge.
Since a packet consisted only of a few bytes — this was manageable. Then we got v6 of Milight bulbs. But with new features came increase complexity of commands. UDP packets now consist of huge number of bytes and you cannot simple send packet and forget it, response matters too. HA-Bridgewhich is used to emulate Phillips Hue bulbs so Echo can detect the devices, is incapable of such commands. Thankfully it can run external scripts. Enter Node-Milight-Promise.
This is a node module that creates a pretty cool wrapper around raw Milight commands. For example to turn on Zone 1 you can simple call commands. With this in mind we can create a universal controlling script and call it from HA-Bridge passing zone, brightness etc.

The cool thing about this module — it supports previous version of Milight as well — you just have to specify type parameter.
